Medical examination procedures, fingerprinting and photography

Foreign citizens who arrived in the Russian Federation after December 29, 2021 for study purposes, for a period exceeding 90 calendar days, are subject to mandatory state fingerprint registration and photographing within 90 calendar days from the date of entry into the Russian Federation.

Foreign citizens who arrived in the Russian Federation before December 29, 2021 for study purposes, for a period exceeding 90 calendar days, are subject to mandatory state fingerprint registration and photographing within 180 calendar days from the date (July 14, 2022) of the entry into force of the Federal Law.

There is information below for international students with a description of the step-by-step algorithm for passing the medical examination procedures, fingerprinting and photography.

Does everyone need to go through these procedures?

Who is exempted from the need to undergo new procedures:

  • Citizens of the Republic of Belarus.
  • Foreign citizens with dual citizenship, one of which is Russian citizenship.
  • Foreign citizens who have temporary or permanent residence permit (TRP, permanent residency).

The order of the procedures is strictly sequential:

  1. Passing the medical examination procedure.
  2. Passing fingerprint registration and photographing procedures.

Passing fingerprinting and photographing procedures are possible only after passing the medical examination procedure and obtaining supporting documents).

Foreign students can undergo a medical examination at a medical institution authorized to carry out this procedure – Municipal Clinic №3 of the Moscow Health Department (Moscow, Ermolaevsky lane, 22/26, building 1). The service is paid (5900 rubles) and carried out at the expense of the foreign citizen himself/herself. Medical examination is required to pass once a year.

What will happen if foreign student ignores these procedures? The following sanctions maybe applied to person who have not passed the established procedures or have passed them in violation of the deadline: an administrative fine, a reduction in the period of stay. If you do not speak Russian, ask in advance for the help of a person who can accompany you to a medical institution, or the Ministry of Internal Affairs, and assist in translating and filling out documents in Russian.

The medical examination procedure includes:

  • examination for tuberculosis
  • examination for venereal disease
  • examination for COVID - 19 (PCR)
  • drug testing
  • HIV test (certificate)

During the medical examination procedure, you will undergo:

  • Blood donation
  • Urine donation
  • Smear for PCR
  • Fluorography

Based on the results, you will be given:

  • Medical report according to the form №001-IZ
  • HIV certificate
  • Certificate from narcologist
  • PCR certificate

Validity of medical documents is 12 months. You need to undergo through the procedure at the end of the term and submit documents to the International Cooperation Department of Moscow State University of Technology and Management and to the local department of the Ministry of Internal Affairs!

To pass a medical examination, a foreign student must:

Step 1. Prepare the necessary documents in advance:

  • an identity document (passport + copy of the passport - the main page with a photo) and its notarized copy with a translation into Russian (the main page with a photo). It is important that the copy translated into Russian be bound together with the attached copy of the original passport;
  • visa and its copy (for foreign citizens with a visa regime entry);
  • migration card and its copy;
  • arrival notice (registration) and its copy;
  • cash for payment (5900 rubles).

Step 2. Visit the Municipal Clinic №3:

Come during working hours with prepared documents, strictly on an empty stomach.

Moscow, Ermolaevsky lane, 22/26, building 1.

Monday-Friday, 8:00–15:30, no appointment is required.

Step 3. Re-visit the Municipal Clinic №3:

At the appointed date and time (in 3–4 working days).

Step 4. Inform university staff:

Within 1 day after receiving the results of the medical examination (certificate, medical report), send scanned copies (or photos) of the documents to the International Cooperation Department via Telegram (https://t.me/MSUTMInternational) at +7 (995) 922-02-55.

Please note that the documents confirming the medical examination are only valid for 3 months from the date of their issue. It will be further submitted to the Ministry of Internal Affairs. Within the specified period, a foreign student must contact the Ministry of Internal Affairs and provide medical documents for further passage of the required procedures. If the documents expire, you will need to re-pass a medical examination within 30 calendar days.

Step 5. Pass the procedure of fingerprint registration and photography

To undergo fingerprinting and photography, a foreign student must:

1. Prepare the necessary documents in advance:

  • an identity document (passport + copy of the passport - the main page with a photo) and its notarized copy with a translation into Russian (the main page with a photo). It is important that the copy translated into Russian be bound together with the attached copy of the original passport;
  • visa and its copy (for foreign citizens with a visa regime entry);
  • migration card and its copy;
  • arrival notice (registration) and its copy;
  • original documents confirming the medical examination (medical report, HIV certificate, conclusion of a psychiatrist-narcologist).

2. Passing of fingerprint registration:

1. Bakhrushina st. 18, building 1 (m. Paveletskaya).

Service cost: 1100 rubles.

You should have with you: a passport and a notarized translation made in the Russian Federation, a medical examination and an extended student ID card (or a certificate confirming your status as a student of the University).

If a foreign student is under 18, then it is necessary to have a copy of the passport and its notarized translation of one of the parents, as well as the student's birth certificate with a notarized translation.

2. Multifunctional migration center Sakharovo: Varshavskoye highway, 64th km, household 1, building 47.

Service cost: 2,000 rubles.

The center is open daily from 8.00 to 20.00. You can get to the MMC in the following ways:

  • on personal transport;
  • by taxi, which is entered in a single electronic register and runs constantly (the cost of a taxi is 300/400 rubles per person). The trip takes about an hour.
  • by public transport (buses run starting from the metro’s exit). The trip takes about 1.5 hours.

The document is prepared within 5 days, after which you should pick up the document yourself (a plastic card shown in the photo below).

3. Inform university staff:

Within 1 day after receiving the document (plastic card), send its scanned copy (or photo) through Telegram (https://t.me/MSUTMInternational).
