The «Register of controlled persons» has been operating in the system of the Russian Ministry of Internal Affairs since February 5, 2025. The register contains information about foreigners who have lost their legal status for staying in Russia (including persons who have violated migration legislation). A foreigner included in the register may be deported from Russia (until his/her legal grounds for staying in the country are restored). Moreover, a foreigner’s inclusion in the register imposes a number of restrictions to exercise some rights and gain access to particular services in Russia.
When a foreigner can be included in the register:
- The visa-free stay period has expired;
- The documents allowing legal stay in Russia have expired or have been cancelled (visa, temporary residence permit, temporary residence permit for education, permanent residence permit);
- Illegal entry into Russia;
- Entry into Russia by readmission without rights for legal stay in Russia;
- Refusal to recognize as a refugee or deprivation of refugee status;
- Refusal to extend the period of temporary asylum;
- Deprivation of temporary asylum;
- A verdict/resolution by official authorities (undesirability of a foreigner's stay in Russia, a ban on entry to Russia, restrictions on travel outside of Russia, loss of Russian citizenship in the absence of legal rights to stay in Russia, reduction of the temporary stay period, administrative deportation);
- Staying in Russia for more than 72 hours as a passenger on a cruise ship;
- Conviction of a crime.
What are prohibited for a foreigner included in the register:
- Changing place of stay/residence in Russia without resolution from the Ministry of Internal Affairs;
- Getting married;
- Withdrawing cash from bank cards in the amount of more than 30,000 rubles;
- Opening a bank account and conducting banking transactions (except for paying state fees and fines);
- Registering organizations or becoming a sole proprietorship;
- Buying landed estate and registering it in the «Russian Registration Authority» database;
- Passing a driver's license exam;
- Buying and driving vehicles, registering vehicles in the «State Inspectorate for Traffic Security» database.
How to check information whether a foreigner is included in the register:
- via the «Gosuslugi» portal (in Russian only);
- on the Ministry of Internal Affairs website (in Russian only).
What to do if you find yourself in the register:
- Don't panic! Sometimes a foreigner's data may be included in the register by mistake;
- When you found your data in the register inform to the university staff: the Migration Office, the International Cooperation Department;
- Contact the Ministry of Internal Affairs local office (at the location of your migration registration) or submit online-application to Service for Citizenship and Registration of Foreign Citizens;
- Inform the university staff (the Migration Office, the International Cooperation Department) about your updated status.
