A new type of document for international became available from January 1, 2023 for applying in Russia. The document name is temporary residence permit for education. More information about the document can be found at the paragraph 10, article 6.2 of the Federal Law of July 25, 2002 No. 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation".
A temporary residence permit for education allows international students to stay and study in Russia for the entire period of study and for another 180 calendar days after graduation. A special stamp is placed in a student’s passport when obtaining a temporary residence permit for education.
Key characteristics of the document:
- issued for the entire period of study;
- a student acquires a right to apply for an obligatory medical insurance policy;
- it is possible to extend a study visa for a temporary residence permit for education validity period;
- a document is valid for six months (180 days) after completing student’s studies at the university - during this time a foreigner can to apply for a permanent residence permit without leaving Russia;
- a document can be obtained in Moscow only (i.e. only in the region where a student studies at the university);
- a document is canceled in case a student switches modes (from full-time to part-time or external study mode) or in case of student’s early expulsion;
- a document is canceled in case a student applies for an academic leave. When academic leave ends a student can apply for a temporary residence permit again.
Who can apply for a temporary residence permit:
Foreign citizens studying at a Russian state or scientific educational organization in full-time education programs:
- Bachelor's degree;
- Specialist degree;
- Master's degree;
- Postgraduate degree.
Where to apply for temporary residence permit:
- "Migration Center" (address: Moscow, Voronovo municipal district, Varshavskoye Shosse, 64th km, 1/building 47);
- The minimum period of application proceeding for a document issuing is 38 working days.
The list of required documents to apply for a temporary residence permit:
- 2 application forms (the blank is attached below);
- Applicant’s passport valid for at least 3 months at the time of filing an application for a temporary residence permit + passport notarized translation in Russian;
- 2 photographs 35x45 mm, black and white or color (matte);
- Criminal history clearance certificate issued no earlier than 3 months before the date of filing an application (for visa-regime applicants);
- Study documents (enrollment directive extract and certificate form No. 7, educational programs paid services agreement copy or referral from the Ministry of Education and Science);
- Migration card;
- Migration registration slip;
- Medical examination certificates;
- State fee payment slip - 1920 rubles;
- If an application is submitted by a legal representative it is necessary to have his/her identity document (passport), as well as a document confirming his/her authority must also be provided (birth certificate; marriage/divorce certificate; document confirming change of name; document confirming adoption; document confirming the authority of the caregiver).
