Migration registration is recording of information on foreign citizens’ movements making by official authorities.
Migration registration is usually called a procedure for submitting arrival notification at the place of stay. Another procedure name is a temporary registration for foreign citizens. The procedure is mandatory for every foreign citizen staying in Russia regardless of whether a person arrived with a visa or without a visa. Migration registration allows a foreign citizen to stay legally in Russia.
According to Russian legislation an international student has to get migration registration at the place of stay. A foreigner must submit documents for r migration registration on the day of arrival at the place of stay/residence in Russia (or next working day). The registration procedure may differ depending on where a student plans to live.
Important! From September 1, 2025, a state fee of 500 rubles was added for foreign citizens migration registration service in Russia. Additionally a state fee of 1,000 rubles was added for extending stay service in Russia. Previously the service was free but now a foreigner must provide a payment confirmation when submitting documents. The new rules came in accordance with Federal Law No. 271-FZ dated July 31, 2025.
If you plan to live in a university dormitory you must contact the Migration Office on the day of your arrival at the dormitory. To get migration registration you must prepare the documents in advance:
- passport and translation of the passport into Russian;
- migration card (except for Republic of Belarus citizens);
- previous migration registration form (if available);
- study documents (enrollment directive extract and certificate form No. 7 - can be obtained in the Student Office);
- dormitory accommodation agreement.
If you plan to stay in a hotel or hostel you must contact the hotel or hostel administrator on the day of check-in. To get migration registration you must prepare the documents in advance:
- passport and translation of the passport into Russian;
- migration card (except for Republic of Belarus citizens);
- previous migration registration form (if available);
- study documents (enrollment directive extract and certificate form No. 7 - can be obtained in the Student Office);
- university’s request letter for temporary stay in Russia (can be obtained in the Migration Office).
If you plan to live in rented accommodation (flat, apartment, etc.), you must contact an accommodation landlord. To get migration registration you must prepare the documents in advance:
- passport and translation of the passport into Russian;
- migration card (except for Republic of Belarus citizens);
- previous migration registration form (if available);
- study documents (enrollment directive extract and certificate form No. 7 - can be obtained in the Student Office);
- university’s request letter for temporary stay in Russia (can be obtained in the Migration Office);
- landlord’s documents (landlord’s passport copy, real estate documents, residential tenancy agreement copy).
To confirm migration registration a host representative (a university employee, a hotel/hostel administrator, a landlord) must provide to a foreign citizen with a signed and stamped arrival notification form. A sample form for review is available here.

After migration registration completing an international student must send a registration form copy and migration card copy to the International Cooperation Department - international@mgutm.ru.
